Water is actually really, really good at containing radioactivity. That's why spent rods and stuff at nuclear plants go in massive pools, because water stops the radioactivity from getting very far. We already have almost a dozen nuclear reactors on the ocean floor from sunk submarines. So while it wouldn't be good, and debris from the carrier might contaminate some stuff, the Gulf of Oman and the Persian Gulf both would be fine.
