I think it would be funny if Joker was just like, a good mayor, and the other shoe never drops, or he's ousted by the cia or something and then goes back to jokering
Honestly would be amazed if Amanda Waller and the CIA ousted him by threatening his family in a horrifying not funny way (such as sending his wife to an ICE camp since she is Hispanic or something else legitimately dark as fuck to reinforce who the real villains are).
If the idea of Joker reformed intrigues you, check out Batman: White Knight. It was a limited issue comic run set in an alternate universe where Joker reforms his life of crime and becomes an attorney. He uses his new legal mind to go after Batman for the millions in property damage he's caused and the hundreds of people he's crippled. Comics are very easy to find free online.

Nah, this is from the Harley Quinn animated series, where the Joker has become a dedicated family man and step-father of two. He's running for mayor to improve education (for the largely selfish reason of getting his step-children into bilingual classes) and to defund the police who now have tanks and shit. The only other candidate is an openly unhinged Jim Gordon, whose campaign is being run by Two-Face.
It is great. The first season has some "edgy cartoon for adults" shit it doesn't quite get past, but midway thru it hits its stride
