When you ask this person what socialism is they will describe capitalism with a social safety net, healthcare and welfare.

But the scientific distinction between socialism and communism is clear. What is usually called socialism was termed by Marx the “first”, or lower, phase of communist society. Insofar as the means of production becomes common property, the word “communism” is also applicable here, providing we do not forget that this is not complete communism.

You're not wrong, he IS more informed than most ribbitors, at least he understands socialism and communism are not interchangeable.
They're not interchangeable in the sense of the state of society. They should be interchangeable in regards to political identification. Anyone who identifies as a socialist and not a communist is just a liberal.
I don't like capitalism. Instead I would like to have something with free healthcare, six weeks vacation, taxes on the rich and friendly bosses instead, ie. socialism.

Did the Brits actually use the phrase consistently in the period of time between the actual invasion/operation in Hungary, and the invention of twitter? Because it used to be a term that was only used by very few people, prior to 2015, maybe in part because of the left's general weakness in those times.

"Progressive" or "social democrat" is now "socialist"
"Socialist" is now "communist"
"Communist" is now "tankie"
This is exactly why I always self identify as a communist when prompted. It may or may not be the most technically accurate term by the book...but it certainly clarifies to inquiring parties that you don't mean "sweden" or something.
I will say in defense of people like source that I don't really think its their fault. I've often said that modern day political labels are a gordian knot of contradictions to untangle. We don't just have progressives calling themselves socialists, but also have liberals calling themselves progressives, conservatives and fascists who call themselves libertarians, et al. I suspect a lot of this is basically fallout from the bad faith anti communist propaganda of the cold war.
For better and for worse: language is a fluid thing and policing definitions at a certain point is just futile.
