Did Lenin want the USSR to have less territory? I know Lenin was instrumental in Finland's independence from what was previously Imperial Russian territory.
Eh, as I understand it there wasn’t much choice. The Fins were pretty set on independence and had been semi-autonomous under the Tsar. The bolsheviks had bigger fish to fry at that time. Same reason B-L gave up so much territory.

just the level and degree of autonomy. there was no way for re-constituting some independent national republics after the red army had just rooted out the whites fighting them in the periphery countries. theyd still be red & bound to each other for mutual security
honestly in the west we might not even appreciate the difference, people here think the warsaw pact were in the ussr lol
