    The companies that are just armies of lawyers who apply for government contracts are bad! Instead of big contracts going to those lawyer firms and then being sub-sub-sub-sub contracted to the people who actually make the things, perhaps we should use lots of little contracts that will still be awarded to those same companies full of lawyers who know how to apply for those contracts
