The art suffered from too much American influence, same with most of Osamu Tezuka's art (where he had blackface and some racist stuff about Africans, but at the same time Astroboy was an anti-racism manga). I think in DB they even had some black people in high positions both as villains and heroes but the designs were really bad. At least they added black character with better designs like Rulah
