I think South American history shows that house arrest gulag isn't very effective.
We already have them. Just release all the non turbo violent prisoners and blam plenty of space for libs. Also make the prisons more humane and the point of them real rehabilitation not insane punishment
Take the solitary confinement cells and just put a sick gaming setup in there
