But there are significant material benefits to becoming a state, like welfare and better aid in the case of another hurricane. Seceding would also possibly cost them the right to immigrate to the US.

Yes, and that's the reason why opinion shifted in favor of statehood. If they were a state, then they would probably get a better response, since among other things politicians would have to care about them.
