Yep. It is as bad as it sounds and a really terrible moment for trans children. Kids will die because of this. Every bit of support for the appeal must be provided.

Depends specifically on your bank I believe. For me in the UK it used to tack on an exchange cost but I haven't seen one of those in years, our banks are probably eating the cost or something.
