I don’t see what’s so hard to believe about the premise that the least racist least violent least militant cops would be the first ones to get disillusioned and bail, and that replacing them with even worse assholes is bad. There are no good cops but there is some possibility for relativism here. Some pussy beat cop who might hesitate to pull the trigger on a protestor is an improvement on some psycho who literally joined up during this wave of unrest specifically to harm protestors.

Or the most racist and violent cops don’t want to to work in Seattle anymore so they’re moving to other places where they won’t face any pushback.
They'll probably lower the standards too for awhile to fill the roles
