Strongest revisionist build is dengism for now, it's ridiculously OP once you get into the late game and the non-nuclear apocalypse events get activated. Make sure you have at least one use of cultural revolution in stock if you get problems from having billionaires, though. I know that's tricky to pull off with the notoriously low revolutionary potential bar dengist builds are known for, but there's workarounds for that if you put a lot of points into the memetic warfare and secret police (anti-corruption spec) skill trees and fully max out the Cigar Cutter tech tree.
Honestly wouldn't bother with a trot build, there's just too many glaring flaws. If your opponent gets just one pickaxe unit in, you're toast, even if you invest heavily in Exile Government or unlock the Party Splitter achievement early on. Yes, that it's so weak means it's a likely candidate for a buff, but they said the same about goulash communism and look how that turned out.
