It's the most widely accepted government description of bathrooms the be as non confrontational to everyone as possible. This person seems to have attempted to apply the same line of thinking to people. It's the thought that counts I guess.
Maybe it's a bathroom sign sure, I didn't really think of that. I was imagining it as something on the wall of reception.
