      Rehabilitation is a good term. "Court-ordered education" might be another -- it's something that happens in the U.S. already (get a DUI and part of your punishment is likely to take a class on why that's bad and why you shouldn't do it), and it stresses that this is a legitimate criminal penalty, not just a euphemism.

    All this scaremongering about China dissapearing somebody, as if any government could do this in the information age.

    Also, censoring anti-regulation BS is unironically good. Deregulation, at least in the US, has done incalculable damage to society, way more than yelling "fire" in a crowded theater.
