It's pretty fucked up that it's that low in China given that such Chinese law is partially responsible for an oil executive getting away with sexually abusing, for years, a teenaged girl under his care. The only silver-lining of that horrific event being that it has created public pressure for China to raise its age of consent.
Many countries are able to write common-sense laws that allow for teenagers to have sex, while still making it illegal for adults to take advantage of them. There's no reason that China can't do the same
