So you de facto need the combination of dark(brown or black) hair and pale-ish skin for it to work. Then it works well and can be done at home with handheld devices. link

sadly it only works if your hair absorbs more light than your skin. So you de facto need the combination of dark(brown or black) hair and pale-ish skin for it to work. Then it works well and can be done at home with handheld devices.

I wanted to do IPL, but I am waiting until the sun is less harsh so I don't have to worry about getting a tan while I am using it 😔
