it is going to be an absolute catastrophe. You can't evacuate with nowhere to evacuate to.
Oxygen is going to be an interesting/horrifying thing to keep track of until the city recovers. Oxygen generators are big and either attach to the hospital or supply from centralised factories. Those generators are also used in wastewater treatment for ozone sterilisation so the quality of drinking water will rapidly tank.
Fuck, what are we going to do when people get injured in the storm? No hospital beds for them either...

Is it just me or is placing critical generators in basements a common mistake in places with flood risks? That was one of the big reasons why things went awry in Fukushima as well.
