But like... there's no reason to believe that the woman in the first panel doesn't realize what ol Tommy is redundantly stating. The first panel is still correct, but maybe should add "and the system designed to cultivate them." The bottom panel is just a boomer trying to sound like he has something to add when it's already been made implicit. Or I'm just on too many drugs and not appreciating it. Or maybe that's the joke?

The problem is that capitalism is a baseline assumption with these people, which on some level assumes billionaires (or at least the ultra wealthy) are a baseline assumption. "Corrupt Billionaire" is redundant and tautological as every leftist knows. The existence of billionaires in the first place is itself indicative of a corrupt (or rather broken) system.

"Im not pro choice, I'm pro education! I think there should be every effort to stop the systemic problems that cause people to seek abortion and then let the woman decide for herself what the correct course is" energy

You mean this isn't Tommy Lee Jones from The Fugitive giving me disapproving looks like I'm stupid while failing to track down the one armed man?

This is a leftist trolling meme though, no? I remember seeing it for the first time on r/cth as an example of a meme to push a leftist perspective in disguise.
