And, if I remember correctly (it's been years since I looked in to the Rodney King riots) the reason it was Korean shopkeepers at all was that redlining had systematically prevented black people from getting loans and establishing businesses, resulting in many of the businesses in that particular black neighborhood being owned by Koreans.
