People are born good or bad, and the things good people do are good (or a forgivable mistake at worst) because good people did them, and the things bad people do are bad (or incidental at best) because bad people did them. He's really, really hacky with his althistory. I think he found that WW2 sells, no matter what, which is why he's had at least 3 althistory series set in it (having said that, the "what if aliens landed in WW2 one" is, ironically, the best of them).
