Barbados still relies heavily on tourism for foreign capital. Building a state run spa would be a good way to make sure the profit from that industry goes directly to Barbados and isn't extracted by Hilton.

Yeah, that has to be intentional. This is not exactly a fringe visual metaphor. Bronze age people with no real conception of a nation state would understand what this is implying about the British.
