It's actually 10 out of 13. The other three star a CIA operative with a heart of gold, an unpaid prison fire fighter, and a lawyer (that's also basically a crime procedural).

It is the most lib cop show. One of the main characters is a muslim immigrant who happened to be in New York during 9/11.

I mean, that's literally what has happened with these cops on multiple occasions. They find what they suspect to be fentanyl, realized they touched it, all of the fearmongering rushes through their brain and they faint and fall over like a terrified goat, all caught on bodycam. It's a strange, fascinating and hilarious sight.

What if we started a rumor to cops that shooting people who are on fentanyl causes fentanyl vapor to release in the air, making even taking one breath nearby someone who was just shot with fentanyl deadly?

I think it's a capacitor charging or discharging, I can't remember which.
That's an electrolytic capacitor charging. The noise is called coil whine, and the reason it goes up in pitch is due to a material property called magnetostriction.
It's most likely a photoflash capacitor, but the sound effect tends to get used in media for things like night vision goggles, defibrillators, tasers, or laser pointers.
