Yeah I would just send a casual friendly message. If you live near each other offer to meet for coffee or something and catch up, I find having irl interactions tends to add more weight to things but thats entirely up to you.
I did this recently, we chatted a bit. Its a normal thing to do I think

If the feeling is genuine I'd add a "I missed you" somewhere in there. Or maybe do that after they reply positively.
My friend group is pretty scattered these days but we keep it afloat with blunt statements like "I miss you" or "I love you" just to remind each other of the genuine affection we have for each other
