There was some major evidence of insider trading happening right before 9/11 including the guy who owned the buildings purchasing a massive insurance policy on them a few days before but I also think it's likely Bin Laden came up with his plan independently and the Bush administration just let it happen after finding out because it would justify all of their plans for war in the middle east
That said, we'll most likely never know for sure and the close ties between the Bush and Bin Laden families are also pretty sus
