I think they were made into paintings specifically for this meme format. If not, I don't know, but the quality level of both matching up better makes for a better meme than just using the original photos in my opinion. I also think Lenin's "wtf m8" facial expression comes out stronger in the painting.
EDIT: Actually, on closer inspection I think the "painting" versions were made by two different people independently then put together into the meme format later. Both pictures look like they were made by different people.

Definitely agree with that, his face looks more weathered in the painting as well, which obviously lends itself to the intended effect.
