I think you'd also have to account for the deaths in Afghanistan, the numerous terrorist orgs that were bolstered by the distabilising of both countries, and the thousands displaced too. Obviously Trump is fucked, and I would say he probably internally fucked the US with COVID alone, but he is a symptom of systemic problems Bush helped lay the groundwork for.
Its gonna have to be like twice the amount of deaths from covid compared to the murder and slaughter of at least a million people in another country.
Bush would have also mismanaged COVID, the only difference is that instead of getting people to drink bleach he would have supported think tanks saying that.
