      To add another layer to the delusion, I've seen people blame the Afghan people because "we spent decades training and arming them but they're still unable to defend themselves." People don't become loyal to a puppet regime of an invading country just because you give them guns and pretend like you're doing them a favor.

      Hamid Karzai, the Pashtun tribal chief who was named at Afghan peace talks in Bonn to lead an interim Afghan government, said that Taliban militants would turn over their arms and ammunition to a council of tribal elders and would be allowed safe passage to their homes. That process, he said, should be completed within a few days.

      It was not clear whether the U.S. objections would impede the surrender. Mr. Rumsfeld did say that the U.S. military campaign would continue vigorously, and for some time.

      How right he was. He was terrified he'd lose his war, and vigorously opposed the surrender of the Taliban.
