This could be solved by having 100 % of Afghans move to Mexico. Mexicans could easily abandon all of Mexico to the Afghans considering the wealth of abandoned land and infrastructure just to their north.

The Taliban don't win until they build a modern amphibious landing force, load it up with men and materiel, sail it across the Pacific, and occupy parts of the western US. Until then, and only then, they haven't technically won.
