That's the dumbest fucking concept (not ragging on you, just the fact that the concept is followed). Not running for re-election should = can do anything without needing to worry about re-election. Even from a lib perspective, the "lame duck" period should be where the biggest changes happen, not where nothing gets done.
We should just make a law that the oldest person in America gets to be president.
