Sisko is staying true to the Prime Directive, not to enforce Federation culture, laws or moral standards on other civilizations. So it's a feature of the Federation, not a character flaw. The new Star Treks apparently shit on the whole concept, with Star Fleet captains playing galactic peacekeepers, freeing prisoners convicted in a court of law and whatnot.
the prime directive was literally introduced in a throwaway line in one episode of the original series to handwave why they can't do something and is very dumb
for the record I pretty much only watched DS9 and Voyager but the prime directive was expanded upon in TNG. So one throwaway line turned into an often used plot device. They sometimes break it but at least they feel bad about it, except Janeway, she just did what she felt was needed to get her crew home.
I think for the most part Trek aliens are supposed to be individual parts of the human character, it is not complicated or sophisticated. All the races are stereotypical personality flaws we find in ourselves and the Trek message was always "peaceful coexistence".
By all means in the real world the Federation realy should have zero relations with the Ferengi but in the universe of a TV show I think the excuse is without character flaws they realy couldn't write much of anything of value that wasn't already made in TOS/TNG.
So you have to take some of the DS9 stinkers in order to appreciate the rest of the masterpieces.

Thing is DS9 takes place on a Bajorian base, which while allied with the federation is an independent state and can maintain relations with who they want. Also DS9 is meant to be something of a “free port” where almost anyone not in outright war with the Federation can trade. So even if the Federation has no dealing with the Ferengi, Sisko would still have to tolerate their presence on the station.

Not to downplay your point but a lot of reason Americans do this is because those who won’t make first team or win medals need to because the US doesn’t take care of non medal winners and don’t pay for any of their athletes to attend the Olympics because of course they don’t. Even a good chunk of gold medal winners in less visible sports have it rough. So they compete for other countries that will provide them a pension and pay for them to actually compete.
Look up the amount of US gold winners that have then sold their medals to pay of debts. God I hate this fucking country...
