I feel like I'm losing my fucking mind. "Targetted Sanctions" actually means a thorough ban of Russian anything and anyone and also they're bloodthirsty Mongols now, but we will make carveouts in official sanctions in the banks and energy sectors that are most important to our oligarchs and theirs.
