Are people expecting Biden to die or step down by 2024? It doesn't seem like he's the type who would willingly step down and there's a good chance he gets a second term and maybe dies during that, but even then it doesn't seem likely. I think it's more realistic to see him run for a second term and lose.
I have no idea what's going on in Adam's brain. If's he's sane - he's saying it only to juice his profile. If he's not sane - he might actually think he could be on the 2024 ticket.

It doesn't really matter whether Biden runs again or not. The Republicans will control the 119th Congress and they will refuse to certify a Democratic victory no matter who it is.
