The problem with that show definitely wasn't the actors. The acting, maybe, but considering everyone acted that way it's probably a director's call.
I haven't watched that show since like season 1 so what I'm about to say might not be relevant anymore I admit:
Grant Gustin strikes me as a charismatic young actor who just isn't quite ready for prime time yet. It's hard to explain or quantify but like...there's just a certain threshold of experience or sheer natural charisma you need to successfully make the jump from TV lead to film lead. It's the difference between someone like Tom Holland and Taylor Kitsch. The rolled out the later a little before he was ready and he really tanked his career as a result.
Gustin has something...but the last I saw him he just wasn't there yet and I suspect 8 additional seasons of the flash probably weren't what he needed to get there.
I've seen him act in other things(Glee). I'm not saying his on screen presence is top tier, but I think he could pull it off for one movie with a character he is deeply familiar with. Also, a broom handle could out act Ezra miller's flash, Gustin has this in the bag is he shows up visibly drunk.
Oh for sure that's why I said up top this is unironically the best idea to handle the situation even though I'm not on the Grant Gustin fan train. Recasting with him in the lead following some weird multiverse/flashpoint explanation for the recasting choice would simultaneously address the criticism of Miller while also adding some good will and fan good will. He may not be ready for prime time yet...but he can probably phone in a better flash than miller at this point especially.

It hasn't been fully replaced yet, given stuff like peacemaker is still recent (I think). They might be doing both at the same time, which is a risky move that won't pay off.

Which is exactly what they want and they're so pissed they can't do it. Making comic book movies these days should be pretty easy, the technology and community is there. But they keep making just the weirdest choices and going for three pointers when an easy layup is available. It's a failure in their eyes, look at how quickly they canceled Batgirl. They could have at least made their money back, but they were so pissed they just threw it out. Yeah they'll still make a fortune and never see real consequences for their bad decisions, but they keep fumbling and I am going to keep laughing.
