Did this pop out of an alternate timeline or something, I feel like I'm watching a USSA-produced Animaniacs clip
It's from a show from the late 90s called "Histeria." Came out of the Warner Brothers/Tom Reugger animation group partly responsible for Animaniacs and Freakazoid. Came on the WB but didn't last long as Saturday morning cartoons were on the way out at that point.
This seriously feels like I'm watching a 90s cartoon directly from some kind of trot alternate dimension, how fucking bizarre.
Who made this? It has to semi-official since I know for a fact that one of the voices was Billy West.
