      Obama can probably best be described as a third-way social democrat. I.e. in favor of introducing social programs driven through market reforms like the ACA. Macron is the one whose placed in a wrong spot on this as he's to the left of Merkel. Obama's support for Keynesian stimulus as opposed to austerity is also reflexive of this when compared to european policy back then.

But Assad, while maybe not entirely a Fascist is certainly adjacent considering he is an capitalist authoritarian ruler whose main implement for staying in power is naked force.
