We would sooner buy food at low cost, or seize it at gunpoint, then allow aid to come here.

He also says that, while a large famine like that wouldn't happen in a democracy, in the long run more people died of hunger in capitalist India than in communist China - because China eventually addressed its problems, while India just accepted a certain amount of yearly deaths as normal.
