As for the Intercept I'm deeply suspicious of them and wouldn't be surprised if it ended up being some kind of operation. There had to be a reason that this tech billionaire with ties to intelligence agreed to fund an outlet that was reporting on leaked NSA documents. Depending on what day you ask me I lean towards it being some kind of limited hangout.
The Intercept's description of that E47 group in the article are probably true cause their existence are not a secret here at all in Vietnam, and they do call themselves something that could be translated to Cyberarmy. Whether the targets of this group deserve it or not is another issue though.

Who is this article written for? It sure seems like spook stenography, but for what audience. Seems too in-depth for the intercepts typical core, but also tries to spin this as anti-police activists (ACAB, and Vietnam is headed the wrong direction from a communist point of view, but that’s a big stretch).
