From what I've seen, njalla's vpn seems reasonably secure (one of the founders is Peter Sunde, one of the founders of PirateBay and a self-proclaimed socialist). They offer an endpoint only in Sweden since they don't want to host anything on a 3rd party data center, and it's a bit more expensive than other options, but at least they don't waste millions on marketing budget. (This isn't an endorsement, I haven't tried the service but honestly I'll trust more someone who worked on PirateBay than a company that's blasting advertisements everywhere when it comes to security).
Alternatively, both PIA and ExpressVPN were subpoenaed by law enforcement in the past and demonstrably couldn’t give them the stuff they asked for.
