Ironically there was a vote to overthrow the provisional government, but it was in the Congress of Soviets and was pretty much just a bunch of reps from their respective soviets saying "yeah we're fucking in, revolution's the way to go," and came after months of revolutionary agitation by the Bolsheviks and reactionary violence from forces under the provisional government.
