A one to one comparison of budgets doesn't make sense. The purchasing power is different. Money in China goes further as they don't care to pay their employees as well. They can produce equipment for a fraction of the cost.
I bet the insanely well paid engineers that went to the top colleges and universities in world that are designing and manufacturing this stuff in the US do a better job than the underpaid Chinese guys.
