If you're really worried about government tracking there's pretty much nothing you can do other than go off the grid. Governments and agencies definitely have access to all that personal information that is gathered 24/7. There's a fuckton of fingerprinting methods. They're a hell of a lot easier than running a massive number of tor exit nodes.
Canvas fingerprinting is probably the most common method to identify users, but you can exfiltrate data using CSS and no javascript.
I have a few browser extensions to circumvent these methods. Also I'm pretty sure Bromite and Ungoogled-chromium also implement the same measures in the browser. I recommend using either browser (or Firefox with a few privacy extensions) and every platform you can, especially mobile. If you're reading this, immediately download F-Droid, and use it to download one of these browsers.

I'm assuming feds run enough exit nodes to lower the amount of fingerprinting necessary to de-anonymize people. TOR is still likely a lot safer than otherwise, but it should not be the end of your opsec
