Political capital can be a useful concept, just like social capital. It's just a shitty excuse here, because (1) what the hell else would you be saving it for, and (2) the VP overruling the parliamentarian isn't a situation where you have to persuade anyone to get on board. You can just do it.
yeah lol, Kamala is already VP, the only office she is going to want after this is president. therefore its waaaaaay more politically saavy to be known as someone who was key in passing a higher minimum wage. in fact, its too good of a move to overrule the parlimentarian, which means she will most def not do it.
