You just reminded me of the time my Dad took me to a Focus on the Family conference on raising your child to be a Real Man and they sold him a hard plastic strap that he used to “discipline” me because I was getting too big to be sufficiently terrified of regular spanking. I keep seeing people say that it's the horses reins that we're seeing, and not a whip. Now I know very little about horses but that seems like a long fucking rein; they don't have to carry a bull whip to whip someone either.

The term is misleading because many equestrian countries like Germany, France, Italy or Spain have used the same style of riding, with variations, for centuries.
I'm also not american, but there is a thing literally called a long rein which could easily be that long, but they're for teaching horses how to pull carts and are only used while not actually on the horse's back. They're pretty rare even out here where some people still do cart-driving, so i see absolutely no reason why border police of all people would have them, certainly not while riding normally.
