He could have leveraged the ongoing public health crisis to muster support for a public option (which is obviously not good but I have to imagine anything that gets people better healthcare than what we have now would at least be popular). Trump's tax cuts were net unpopular with Republican voters and there hasn't been so much of a whisper about undoing some of that. Biden's whining about being handed a bad situation but is doing fuck all about it anyway.
