Probably the former. Kamala Harris might be a corporate loving opportunist, she is new blood into the party. The Dems know they have to give some concessions to the working class out of this or they'll lose their narrow grip on power.

I mean, honestly, I think it's the first one. Obviously the Dems are bad and don't really want to do things but Manchin definitely is a PITA to them.
