He was in charge of the Senate foreign relations committee and invited only pro-war witnesses. Chief UN weapons inspector for Iraq called him "complicit". He praised Bush after the invasion. And his main foreign policy adviser from that time is now Biden's Secretary of State, just amazing.

Look at what happened in Haiti just recently, for instance. Consider what happens in Yemen or Taiwan or Ethiopia if the US runs out of manpower to spread globally.

The CIA have been a bunch of busy beavers. And the US did intervene during the Russian invasion of Georgia, as noted in the most recent episodes of Lions Lead By Donkeys. Mostly intelligence support, but they did intercede.
I don't doubt the Americans hope to do a similar intervention on the side of Ukraine. But I also think they're wary of how badly things could turn if they back another losing horse.
