I give panhandlers money specifically for them to spend on drugs and/or liquor. If I had to put up with the bullshit they do, I'd need a way to shut my brain off, too.

One of the things I really liked about the year I smoked cigarettes was being generous with people who wanted to bum one. Just a little bit of human kindness I could afford to share with people I wouldn't have talked to otherwise.

That's perfectly good. Dimebags can be sold and joints can make flying a sign go by easier. I'll generally kick down some smokes or a joint cause that's what I have on me instead of cash most of the time. There's one dude that I meet by the grocery store who doesn't do any of that and usually just asks if I can grab a few groceries for him. Even if they aren't gonna use whatever you give themselves, a lot of stuff can be exchanged. Like a dime bag is useless if they don't have papers and a lighter (lighters are also a good thing to kick down if you think to keep extras) buuuut as said above it can be sold or traded and I can say as someone who has been, has a lot of friends who have been or currently are and doesn't of my activism stuff based around, so the homeless aren't a nebulous blob to me, you get good at turning anything of some value that you don't need into things you do need.

It's deeply ironic that employed and housed people are allowed to drink themselves silly during their time off, with many saying they are doing so because of having a "rough week", but people with much worse conditions are expected to be completely sober

Care Not Cash was a San Francisco ballot measure (Proposition N) approved by the voters in November 2002. Primarily sponsored by Gavin Newsom, then a San Francisco supervisor, it was designed to cut the money given in the General Assistance programs to homeless people in exchange for shelters and other forms of services. The major intent of this measure was to prevent the cash grants given to be used for purchasing drugs and alcohol, and to strongly encourage homeless people to enter shelters or housing and obtain counseling and other services.
Filling my stomach with counseling and services is a good way to stave off hunger.
Now I want to see an analysis of shelters in relation to prisons, and to what extent their "A machine's purpose is what it does" role is control and surveillance rather than actually helping anyone.

Yeah, one of the big ones in my area is infamous for exploiting desperate people for their labor (paying $50 for 40 hours of labor in the thrift shops they run), placing strict religious rules on people, discriminating against LGBTQ people, and of course paying high executive salaries.
