These people literally do get off on the thought of killing someone, and apparently actually killing someone can give you an intense "blood lust" where you feel horny af. I can't for the life of me track down an article (series of articles?) I saw years ago that I'm pretty sure was about elements of homoeroticism in fascist propaganda. However, (and speaking of phalluses) during my search I did come across this paper, or at least the abstract for it:

Occupation of Nazi Germany took place in the territory of Latvia from the summer of 1941 to the fall of 1944 (in Western part till the Germany's capitulation in spring of 1945). German Nazi ideology was supported by a particular visual imagery that aspired to depict Aryan men as strong, masculine and militant males, often naked or half naked. Analyzing these male images taking into account also ones from the periodicals of the last years of independent Latvia and from the year of Soviet occupation (1940-41), a clear distinction can be made. Unlike Latvian or Soviet shy and discrete male images whose appearance was usually aligned with the seasons (sunbathing or swimming in summer) or profession (athletes, artist models), images, cultivated by Nazi (self-confident display of full frontal nudity in sculpture; strong presence of male nakedness in war reporting, promotion of healthy lifestile and other genres of photography) were a new visual experience for Latvian people. It's not romanticizing. I'm saying we had a system by which we got rid of these people. Now, we're so civilized we did away with it, without thinking about what we were going to do with these people afterwards. Now we're stuck with them. It's not romanticizing to say we used to feed them to machine guns and maquahuitl, and nobody missed them afterwards.
I'm questioning your assumption that "these people" are an inherent subset of the population, who are distinct from the rest of the population, who you can identify throughout history, and who society needs systems to "get rid of". It seems like pseudoscientific speculation, unmoored in biology, psychology, or history.
I'll try to make an edit after work to elaborate but here goes:
Americans fetishize gun culture and violence because that is how they maintain their status as the world superpower. Suburban middle class desperately need imperialism, it got them their white collar job where they spend 8 hours sending a couple emails and shopping for a boat made from materials sourced all around the world. It's only when conditions decrease that the forces of imperialism must be turned inwards, and they absolutley hate it. If it means they must churn up some of their own to continue the march onward they will comply, otherwise it could be them who is left undertow. To paraphrase, it's less about feeling safe; it's about feeling in control.
I used to have a lot of 'self defense' fantasies about home intruders and stuff when I was younger (and chuddier). Think it was part anger, and part paranoia. Always had me guard up sorta thing.
