They get to be a billionaire but their free speech privileges are curtailed. Basically, it's 'Congratulations, you have managed to make yourself an important part of the economy, now you will be treated as such with more scrutiny'. It goes without saying that there are certainly abuses, though its hard to say if there are more or less that the West.

However, in the West the problem is that there are a substantial amount of people who are bazinga brained enough to do this on their own, which there is not much you can do outside of re-education on economic theory and history.
