It depends on whether they were likely to escalate anyway. With the exception of seizing the funds of Russia's central bank, it seems like most of the sanctions were factored into Putin's decision to invade and that has to be because Russia has been treated pretty much as a pariah state to one degree or another the whole time anyway, despite trying to play nice economically with its neighbors and engage in or with NATO and the EU.
But I agree, the goal wouldn't necessarily be to hurt Europe specifically it'd just be a result of energy counter sanctions especially. Rare metals and minerals would likely hurt everyone but do more damage to the US due to its bigger focus on things like aviation and car manufacturing (although that obviously hits Europe too).
