Back in 2003 the US sent infantry in to Iraq wearing ineffective body armor with in entirely unarmored humvees. Biggest military budget on the planet by a huge margin and it took years and a number of embarassing political scandals before troops had decent body armor and armored vehicles. I don't know a damn thing about the Russian armed forces but they absolutely could have conscript units that are issued archaic shit equipment while having bleeding edge missiles and aircraft and drones, if that's how their defense budget is spent.
